Tulips are normally sold bare and dry in the fall and that is when they should be planted so that they can root and form buds to bloom the next spring. Occasionally, pre-potted, blooming tulips are available in the spring. These can be planted in the spring and the foliage should be allowed to grow, mature and ripen naturally in order to replen the bulbs so they can bloom again next year.
