I have taken a leaf cutting from a flowering African Violet and it is not producing flowers.

What am I doing wrong.

I have had success with leaf cuttings in the past from the same plant.

Since you have had success in the past, and as long as nothing else has changed, I suspect that the difference might be that the parent plant is now older and less vigorous so the leaf cuttings are consequently of lower quality now. You might try taking one from a younger plant.
