Viburnum Carlesi Shrub Won't Bloom - Knowledgebase Question

I have two Viburnum carlesi shrubs on the side of my house which are about 4-5 years old.The buds come on the shrub, but the shrub never blooms it's white flowers. Have any suggestions?

This is an unusual problem with this plant. When buds fail to open, there are two things to look for. One is any sign of fungus or other disease infecting the buds, and the other is any evidence of insect activity either around or inside the buds. Another possibility could be that they are in a location such as a frost pocket where late frosts or freezes would damage them as they are preparing to open.
