My mom lives in Riverside, CA. and she would like to know what kind of tree would be best to plant? Something that provides shade and does not have root problems with pipes and cement popping up and that it can handle the wind in that area. Nothing extremly large a medium to small would be fine.

Crape Myrtle trees are attractive and will hold up under the conditions you describe. Other suggestions include Chitalpa, Crataegus, Lagerstroemia or Acacia. I've trained Callistemon (bottlebrush) into a single trunk, removed the lower branches, and ended up with an attractive flowering tree in my landscape. Your mom could do the same!

Hope one of the above trees fits perfectly in your mom's landscape!
