Unfortunately, based on your description I am not exactly sure which plant you are describing, but it may be an upright-growing variety of juniper that has been regularly trimmed and trained into the spiral shape. If so, this is an evergreen that requires at least a half day of strong sun and soil that is well drained, meaning not soggy. You might take a photo of one to a local nursery to verify the identity of the plant you have in mind.
