Before I plant my vegetable garden I notice I have orange looking one inch worms in my
vegetable garden soil. Is this good???

It sounds like you may have found some grubs, or beetles in the making. These may feed on plant roots, so you might remove those you come across and feed them to the birds or otherwise dispose of them. Keep an eye out this summer for possible beetle problems and make sure to rotate your vegetables every year.
