What flowering shrubs would do best in this area of high heat and sandy soil?

I recommend desert-adapted shrubs as they have fewer disease and insect problems and require less maintenance and water. Here's six to definitely consider:

Mexican bird of paradise, Caesalpinia mexicana
fairy duster, Calliandra eriophylla
Mexican honeysuckle, Justicia spicigera
Texas ranger, Leucophyllus frutescens
feathery cassia, Senna artemisioides
yellow bells, Tecoma stans
