After the tulips have bloomed can I cut the stems from the plants? I know the leaves should not be tuched until they turn yellow. But is it ok to cut the stems?

Yes, go ahead and remove them by clipping them at the base of the stem. This actually is helpful because it prevents them from trying to set seed and thus directs more energy to replenishing the bulbs.
