Leggy seedlings are the result of low light levels, high nitrogen levels and sometimes temperatures that are very warm along with high moisture levels. Fix these conditions and you should have stockier seedlings. Brushing a dowel rod over the plants twice a day after they develop their first leaves also has been shown to result in stocky seedlings.
