Fairy Rose Not Producing - Knowledgebase Question

Two fairy rose bushes at the back of the house facing south were planted at the same time about 10 years or so ago. One has always flowered very well and the other (located approx 10 feet to the side) does not flower as nicely. The flower buds do not open and when they do, they are very small and not as pink as the other plant. They both get the same care (watering and fertilizing). What could be making the difference?

Are they receiving the same lighting? If one is more shaded than the other, if only for a few hours a day, that could be causing the problem. It is possible that the soil composition is different in that area, but not likely.
