Can lily of the valley crowd out the very shallow rooted azalea shrubs?

Lily of the valley can be a very aggressive groundcover. It would certainly compete with the azalea for nutrients and moisture. Azaleas are shallow rooted and prefer a moist yet well drained soil; they would do better with only mulch or a very undemanding groundcover such as epimedium around their roots.
