I planted a potentilla 3 years ago and it hasn't bloomed once. It is under a tree. Should I move it to a sunny spot?

Potentilla will tolerate a bit of shade but will blooms less in the reduced light. It's actually a sun lover and would prefer sun all day, except possibly in hot locations, in which case six hours of midday sun will do. If you move it now, replant it immediately, and keep it watered as you would any newly planted shrub until it becomes reestablished.
