Cutting Root Ball? - Knowledgebase Question

What exactly is meant by, "cutting the root ball if it is tightly wound"? Thank you.

Sometimes when a plant is left in an overly small pot, this causes the roots to grow around the outside of the potting soil. They encircle the soil ball and the old roots and you can see them growing around and around the outer layer of the soil. The logic to cutting the root ball is to break the circular pattern and then encourage the roots to grow outward into the new potting soil.
