Last summer I received a"corylus avellana" tree that was
already in bud. After the leaves fell off in the autumn, the
tree developed catkins.During this spring, the tree started to bud but has not developed any leaves as of yet and it is
now summer. At the base of the tree there is new growth but
that is the only place that there is any green. What is going
on with my tree? Please help me.

It sounds like your tree acted normally during the fall. Unfortunately, it sounds like something happened to the graft over the winter so that the top of the plant is now dead. The new sprouts at the base would be originating on the root stock, rather than from the grafted top section of the plant. When this happens and the top is dead, there is really nothing you can do to revive it. If by any chance your plant is on its own roots rather than grafted, then trim away the dead wood and allow the new shoots to replace it. I'm sorry about your tree.
