I have a flower garden of pansies - yesterday, noticed that something is like cutting off the flowers towards the tops and some of the leaves - have always had pansies and have never had this happen before - is it an insect or an animal and what should I do to stop it or at least try to control it.

My guess based on your description would be a bunny or a woodchuck, or possibly a deer rather than an insect. You might try watching the area in the evening and early morning to see if you can identify the culprit. In the meantime, you might have luck using a repellent spray, either the commercial type or a home-made one based on red pepper and/or garlic.
