I am growing morning glories in a half barrel on our balcony in regular potting soil. What kind of fertilizer should I use?

Since your plants are in a container, you'll be watering more frequently than if they were in the ground. Frequent watering can flush nutrients from the soil. So, to provide adequate amounts of nutrients, you can feed your plants once each week with a quarter strength dilution of liquid fertilizer. Or, you can feed every two weeks with a half-strength dilution. Either way, your morning glories should bloom all summer long.
