You live in winter cold hardiness zone 6, depending on your microclimate it could vary by about a half a zone. You can still plant okra, especially a quick maturing variety, and with regard to the beans, there could be several explanations. If you planted early, the soil might have been too cold or perhaps in this rainy year, too wet. To help with better germination, especially if you have a new garden or have not grown peas or beans in a specific location before, you might try using an inoculant on the seed just prior to planting. There is still time to plant bush beans.
