Last fall I planted stargazer lily bulbs and we are just now seeing blooms on about half of them, one per plant. Do these numbers get better each year? Also, do these multiply like other lilies?

These should multiply in time if they are happy where they are planted. Larger bulbs will bloom better, too. Make sure they are in a location with rich, evenly moist yet very well drained soil and plenty of sunshine.
