I have a hawthorne tree that a customer brought in and on the leaves it have small brown splotches and on the branches themselves it is covered with a hard brown coating with orange and white flakes

Hawthorns are subject to many of the same problems that can beset apples. Based on your description I would suspect a rust of one sort or another. You might find the photos and descriptions at the following web site useful

You might also want to consult with your county extension (265-5051) for a more specific diagnosis and the most up to date recommendations for treating the problem.
