Hay may contain weed seeds and for that reason is not usually a preferred mulch (straw would be better in that regard), however it does the job of mulching just fine. It shades the soil and helps keep it cool and moist, then feeds the soil as it breaks down over time. Mulching with any organic material provides such multiple benefits.
