I have noticed that each year during the summer (June/July) the leaves of my lilac seem to get a dusty appearance as if it has been sprayed with something.

This is probably mildew and lilacs typically suffer from it during the humidity of summer. You can treat it with a fungicide labeled for use on lilacs if it is too unsightly, but it probably will not kill the plant.
