I'm hoping to start some sugar snap peas for a fall crop. When should I plant the seeds, and should I soak them first?

Peas need to be started about 8 weeks before the expected fall frost date. You can soak them in water to soften them first, and you might want to coat them with rhizobium innoculant as well. The innoculant concentrates helpful bacteria around the roots of the plants, helping them to gather nitrogen for use in growth.
