Small zuchini plants. ..no fruit

Why won't my zuchini grow???? They were great last year. Now we have 3 inch plants in July...no fruit

Zucchini needs a rich soil and lots of sunshine and warm soil to grow well, so it may an environmental problem. Another possible cause of stunting would be fusarium, however if this is the case there should also be wilting. Yet another possibility would be, if you used transplants, that they were root bound or otherwise stressed and are stunted as a result. I hope this helps you trouble shoot the problem.
