I am trying to grow lavandula angustifolia from seed which I planted a month or so ago. The Plants have developed very large leaves---about a foot long and 4 inches wide, but no flowers. The only fertilzer I've applied has been Schultzs Liquid plant food. Should I be doing something special to encourage blooms to appear?

Going by your description, unfortunately, I do not think you have lavender plants. Lavender plants would have very small almost needle-like leaves of a soft gray green color. You might want to take a look at a picture of a lavender plant and see what they look like.
