I have a one year old lilac which just lost 50% of its leaves at the end of July. The leaves did not turn yellow or brown and, they are on the ground green. It does show signs of new leaves budding though. The only significant weather we've had is severe rainstorms for 5 days straight. Could this be the problem or could something else be going on?

Plants will sometimes shed leaves if they're under stress. Perhaps the prolonged rainy period is to blame, or perhaps your plant was already under stress and soggy soils added to the problem. At this point I'd just rake and remove the leaves, then allow the lilac to recover on its own.
