I have seen this ornamental grass around some businesses here and would like to know the name.
It is a small dark green tuft with medium sized violet flowers. The tufts have only been about 6" tall and the flowers seem to come off of one or two main stems in the middle of the tuft.

I think you're describing Lily Turf (Liriope). It's an evergreen, clump-forming, grasslike perennial, producing spikes of white or purple flowers. The plants need well draining soil and full sun to some afternoon shade.
