Question: I would like to know why you do not feed the dracaenas in the winter.

Answer: Most houseplants don't grow much in the winter because of lower light levels and the plant's natural resting phase, so feeding isn't necessary. A general rule of thumb is to feed plants in the spring when they begin their active growth.
