Would the tulips be able to bloom in a rock garden? Or will they not be able to break through the rocks?

In order for tulips to bloom, they must be planted at the suggested depth with enough soil beneath sot hey can root into it and the stems must be able to push up through the soil to the surface. Most rock gardens are actually gravel based or consist of rocks with soil piled on top and between them. If you have sufficient soil or gravel, the tulips should grow for you. The smaller species types are often favorites for rock gardens.
