My pampas grass is three years old and has never formed any plumes. It gets sun most of the day and has tripled in size since I planted it. I live in the southern area of zone 7.
Can you help me out?

Pampas grass(Cortaderia selloana) may not bloom when it is young, or if it does not receive enough sunlight. I would expect it to be blooming after three years unless it was truly but a wisp when you planted it. So, it may need more sun. It really does best with full sun all day long.
