My radishes grow beautiful tops but the bottoms turn black, or they don't form any bottoms. I have tried various areas of the garden. I have even added new soil. Nothing seems to help.

I wonder if you are overfertilizing. Radishes are light feeders, and too much nitrogen will encourage lush foliage at the expense of roots. Try mixing some aged compost into the planting bed, then refraining from any further fertilizing and see if that helps.
