Can you store the sweet potatoe vine in a cool place to
winter over, then replant in the spring.

Actually sweet potatoes prefer hot weather. You may be able to keep a rooted vine going in a bright indoor location over the winter. However, the better option is to save the potatoes (roots) over winter. Next spring plant them to produce vines (slips) which can be broken or cut off the potato and replanted to start new plants.
