Leaf Pick-up - Knowledgebase Question

I have a 5'X 40' garden with only Forsythia bushes planted in a row. This is covered with about 4" of cedar mulch. On top of that are about 3" of leaves. Should I remove the leaves now, in the spring, or not at all. I can't get a mower in there to mulch the leaves. Thank you for your help.

Leaves add valuable organic matter to the garden as they break down. I'd definately leave them over winter and if you want to remove them next spring, do so then. But put them in the compost pile!
