What causes some sweet potatoes to be stringy? Is it the variety or horticultural practices?

Jim,

A lot of the problem is variety. Older varieties like Jewell and Centennial are a bit on the stringy side. Newer ones such as Beauregard may be much better as improved breeding is working the strings out!
