What can I add to soil to make the level more acidic or basic? For example, vinegar. Thanks.

In most cases a gardener would be adding materials such as lime to raise pH and possibly aluminum sulfate to acidify it. Your county extension would be able to assist you in determining the most appropriate material and quantity to use in a given situation on the basis of some soil tests.
