I live in the northeast part of Pennsylvania and I have a Clematis in my garden and the wind broke the vine in half my question is will the plant still grow in the spring and is there something I can do to save the top part of the plant.

We have had some terrible winds this season! The plant should regrow just fine from below the break. Unfortunately there isn't too much you can do about the part above the damage except trim it off neatly. If a larger portion of it was lost thatn you would routinely prune from it in spring then you would skip pruning it this time around with a possible exception of shaping to direct the new growth.
