I wold like to know when the proper time is to plant the morning glory.

Morning glory seeds are usually planted directly in the ground in late spring when all danger of frost is past and the soil has had some time to warm slightly. It is a good idea to carefully nick the seeds and soak them in warm water for a few hours or overnight just prior to planting. The vines grow amazingly fast once they germinate.
