For the past several summers I have had an infestation of of an unidentifiable bug on my rose bushes. They eat the leaves and the flowers. They are colored according to what they have been eating. They look like small worms.

Unfortunately, based on your description I am not certain specificall which pest is attacking your roses. If it is a caterpillar of some kind, you should be able to control it easily using Bt (available at the garden center). You might also want to consult with your county extension (837-1402)for a more specific identification of the pest and recommendations of how to control it.
