Where can I find what the light requirements are for starting various flower and vegetable seeds?

Individual requirements vary and those that require light to germinate are identified by sowing depth. If the seed package doesn't give a depth for sowing but instead recommends sowing on the surface, or lightly covering with soil, these seeds need light to germinate. All others germinate without light. If you're collecting your own seeds rather than buying them, consult seed catalogs for specific requirements of the seeds you'd like to start.
