The usual reasons for lack of flowers are 1)poor placement of tree, 2) poor pruning practices, or 3) late frosts. If your almond is planted in a sunny spot and you haven't pruned it (and accidentally pruned off all the flower buds), it should flower. Because almonds flower very early in the season, the flower buds are quite susceptible to frost damage. I'd give the tree another chance. It may have taken a full year to settle into its new home, and then been hit with a frost which killed the flower buds. Hope it flowers for you soon!
