Are purple coneflowers easy to start from seed? Or, would I be better off buying the plants?

In my experience they are relatively easy to start from seed (if you are experienced with veggies or other flowers), and they even self seed in my garden if I do not deadhead them. However, they will probably take two years to bloom from seed so you are better off buying plants if you are an impatient gardener. It would be a matter of personal preference.
