When tulips die in the spring, when should I cut them down?
When the leaves are still green or after the leaves die?

You may remove the blooming stems as soon as the flowers have faded. The foliage needs to grow in order to replenish the bulb's strength so it can bloom again next year, so the longer you can leave it in place, the better. Once the foliage has browned and comes away easily in your hand, remove it.
