Starting Seeds Indoors - Knowledgebase Question

I've tried to start seeds inside with no luck. The soil usually ends up moldy. I've purchased jiffy seed starters, seeds, plant lights and a plant light timer. Can you please give me some tips on:
When to plant, how often and when to water, how long to leave the plant light on each day and how close the plant light should be to the soil.
