Can you use a mineral oil and garlic juice spray to kill cut worms on vegetables?

Cutworms are soil dwellers. They emerge at night, encircle a plant stem and chew it off at ground level. Try using paper collars around the stems of your plants, or sinking a toothpick a half inch deep about 1/4" away from each stem. These barriers will keep the cutworms from encircling the plant stem and chewing through it.
