Answer: Peonies are not hardy enough to withstand your winter temperature extremes. You can try planting in containers and moving the dormant plants into a protected area during the winter months, but for best bloom the plants do need to experience a winter chill. Try finding a place that remains right around 32F during the winter. Since this is just an experiment, I'd try one plant to begin with.
