Chemical herbicides are available, but they might damage the feeder roots of your evergreens. The safest solution isn't always the easiest, but I'd opt for hand pulling the weeds, roots and all. Then lay down 3"-4" of organic mulch to keep weed seeds from germinating. Once you've gotten control of the situation you can hand pull small weeds as they appear. Weed seeds can blow into an area but if you have several inches of mulch on top of the soil, weeds are easy to pull.
