When is the best time to plant for the summer?

Bare root perennials should be planted very early in the spring. Potted perennials can be planted almost any time, but early spring is best. Cold tolerant annuals such as pansies can be planted in very early spring, those that do not tolerate frost should be planted when the danger of frost is past.
