Roses require a thorough, deep soaking about once a week; more often in hot weather. I build a basin around each of my rose bushes and fill it with water, allow the water to drain down into the soil and then fill it again. This assures me that the water will penetrate down and wet the entire root mass. I do this once a week in spring and fall and twice a week during the hottest part of the summer. How often you'll need to water will depend on your soil type, and, of course, the weather.
