I would like to know if I am supposed to cut down the foliage of bulbs such as gladiolas, iris, peacock orchids, etc. If so, when? Is there any harm in letting the foliage die back naturally?

Actually, you want to let the foliage of bulbs die back naturally. It is storing nutrients to the bulbs for next year's growth. When it is brown and dead looking, it can be removed.
