I have many briars popping up among my perennials. I've tried digging them out but they seem to grow back even more. Can you recommend a method to eradicate them and not destroy my flowers?

Sometimes repeatedly digging them out is effective if you can remove enough of the root to eventually exhaust the remaining root's resources. Another approach is to carefully treat the individual canes with an herbicide containing glyphosate and at the strength intended for brambles. Be sure to read and follow the label instructions carefully including timing your applications correctly for the best results.
