The weather is getting warmer but it rains all the time and my soil never gets a chance to dry out. How can i plant seeds and onion sets in damp soil? can I amend the soil somehow? any techniques you suggest?

If your soil is too muddy to dig then you have to wait or you risk damaging its structure. For future reference, you could amend the soil with some sand and plenty of organic matter to try to improve it (do this when it is workable), you could consider using raised beds, and you could consider relocating the garden to a better drained location.
